Ok, ok. This is actually a bug, not some doing of an admin with twisted sense of humor. This is one very funny bug so you should check out KB article 276304
In this article you may find this issue discussed - Error Message: Your Password Must Be at Least 18770 Characters and Cannot Repeat Any of Your Previous 30689 Passwords. To make things worse they furter add "Note that the number of required characters changes from 17,145 to 18,770 with the installation of SP1."
