I set up RRAS on two windows 2003 machines and set up demand-dial from both ends and all was working well until one day miraculously all stopped working. After countless hours of perousing tracing files and monitoring network interfaces I was able to determine that no connection is being established over network with errors such as not available or line is busy popping up all over. After reviewing miniport driver setting for both PPTP and L2TP and even hidden miniport IP drivers I gave up and installed openVPN.
After scratching my head for few minutes I figured out why openVPN was not routing properly. On windows the problem lies with tun interface implementation because network mask is limited to /32 thus allowing only 4 IP addresses one of which is gateway, one is broadcast, one is for client and one is network nonadressable IP. The problems went away when modifying configuration to run tap interface and openVPN was working ever since. I gave up on RRAS and I will not be setting it up anymore.
